This is Hakuyoku Shinkoku (白翼神哭) Griswyn, the third item in the Shinkoku series, featuring bone wings + halo.
It was created for the 2025 Summer Vket.

A girl with bound arms—
From her restrained form, bone wings sprout. These wings are designed to match the outfits in this series (Yui Shinkoku (幽衣神哭) Grievell, Iwan Shinkoku (異腕神哭) Graspless, Mumei Shinkoku (無名神哭) The Nameless), but they can of course also be used independently.
